"The Budget though critical should not be the first issue in development communication. The communication objective/s must always be a driving force. In Sub-Saharan African countries, social, economic and political factors deplete the import of communication objectives due to level of enlightenment and low level of social participation. This often necessitate a mix-match of communication channels and messages. The issue of mileage is also critical. Often communication products are developed; documentaries, PSA's, Jingles, hypes etc but no enough resources to expose them consistently on the electronic media. When this issues are considered, we need to choose between spending a lot to get the desired impact or spending light to get almost nothing. Mind you in Sub Saharan African countries, government has almost unlimited resources to propagate its activities or non-activities whilst the citizens' voices are muffled due to lack of access to media due mainly to lack of resources...."
