Pre-WSIS eDevelopment Briefings

In the run-up to the World Summit on the Information
Society (WSIS)-Tunis, Development Informatics Group at the
University of Manchester will be releasing a series of "eDevelopment
Briefings".
These are short (one-two page) overviews of current evidence and thinking on key issues related to ICTs and socio- economic development.
One paper titled Free and Open Source Software: A Blind Alley for Developing Countries? argues that FOSS is not delivering on its development promise and that it "is no match for the enduring power and business acumen of major proprietary players." Another paper, Reframing the Role of Telecentres in Development, suggests adopting different strategies for developing telecenters in low, medium or high "telecentre e-readiness" locations.
